Clause 28 was renumbered Clause 29 after a recent hearing.
On March 9th the House of Commons defeated by a 53 person majority a last-ditch attempt by Labour Party members to amend the Clause.
Local Government Minister, Michael Howard, reiterated during the debate that the Clause was a "response to growing concern about the use of ratepayers' money by some Councils to promote homosexuality."
The Local Government Bill which includes Clause 29, is expected to become law within the next 6 weeks.
